[torqueusers] set server managers returning "qmgr obj= svr=default: Unauthorized Request"

This was fixed in a later version, but you can manually delete the bad entry.
Stop pbs_server and remove the file in $PBS_SERVER_HOME/server_priv/acl_svr
Another method is to add 1.1.1.1 badmachine to /etc/hosts and remove the entry
in qmgr.
