[torquedev] TORQUE 2.3 Official Tarball

Garrick,

I don't know who here at CRI released the tarball, but if you'd like you can run autoconf on a TCL
machine and check-in the fixed configure and we'll release a new one. (I assume this is what you
mean by "it is configured incorrectly").
