[torquedev] PBS_DEPEND_LEN patch question

My Rocks admin is unhappy with me.  I really can't use Torque unless it 
is hand-patched to increase PBS_DEPEND_LEN in cmds.h to 32,768 (from 
2,040).  (I notice that at some point MAX_LINE_LEN in cmds.h was 
increased to 32,768 from 2,048.)

It would be great for the official Torque distribution to increase this 
value, or else add a command-line switch to be able to set the value as 
desired.

What's the more desirable patch?
