Forgot to include the error we saw:

Apr 13 14:07:23 tango010 pbs_mom: req_cpyfile, Unable to copy file /usr/spool/PBS/spool/234996.tango-m.vpac.org.ER to [...path removed...]

The user has almost 75,000 files in that directory, which
probably goes some way to explaining the error.. :-(
