[torquedev] Reporting Prolog Failures

Garrick,

  If a job's prolog fails with a JOB_EXEC_RETRY that exit code is attached
to the job (-3) and nothing else is reported.  Users/Moab cannot
determine what -3 actually means nor that the failure was associated
with the prologue and not with the job.  What do you recommend?  Should
we attach a message to the job via the comment field?  Should we create
a new exit code which indicates prologue failure?
