[Moabusers] Jobs blocked by system reservation

If I did not hallucinate, jobs blocked by a system-wide reservation  
were still eligible to run. Once these jobs became top dogs, we  
entered backfill mode. The problem was we had to make such reservation  
three weeks ahead of time, and we could not run large jobs for almost  
three weeks.

Why jobs blocked by system-wide reservation ("-t ALL") were not moved  
to the "blocked" group ("showq -b")? I could see that since they were  
still eligible to run, they could continue to accumulate priority.  
But, in the mean time, could Moab not make them top dogs?

I'd be very happy to be told that's not how it works.
