FSTARGET's are the simply that, the scheduler will try and
arrange waiting jobs by that value, so if someone is hugely
over quota then they'll get punished.

You have set up Moab to use fairshare in its calculations, yes ?

But what it won't do is it won't stop that user running jobs
when CPUs become available!

You want FSCAP as well as FSTARGET, that sets a limit that
the user cannot exceed until their usage drops back below
that value.
