[Moabusers] Reservation creation issue

Hi,

I have a cluster with Torque-2.1.8 and Moab-5.2.2

I am having trouble creating reservations for specific number of  
processors (tasks). The system seems to always allocate the entire  
node in some cases. Here are 3 examples with contradictory results  
when I try to create reservations for 5 tasks (each task requiring 1  
processor).

As you can see, it created reservations for 8 CPUs in this case,  
instead of the requested 5.

I have created a ticket with CR, but this is critical here and I would  
appreciate some inputs from the gurus out there if I am doing  
something wrong or not doing something that is required while creating  
a reservation.
