[Moabusers] Strange behavior with GRES

Noticed some strange behavior with floating licenses today,

ampl: 5  cplex: 15

Notice how the stata licenses all 10 are in use, but shows 10  
available.  Moab is keeping jobs from starting due to not enough  
licenses which is correct behavior, but this printout is misleading.
