With both NODEDRAINSTATEDELAYTIME (documented on the same page, default 3 
hours) and NODEDOWNSTATEDELAYTIME set to -1 Moab now seems to do the right 
thing, problem solved!

Having those defaults to anything other than -1 seems very broken to me. It 
makes Moab guess about future changes of node states which it can't possibly 
know anything about.
