[Moabusers] job filter script

I have not run into anything like this for msub.  You could always write 
your own wrapper ( call it msub, and have it call msub.real ) we did 
this before finding out about the submit filter. 
For the valid accounts/users/machines etc, you can use something like 
the IDCFG interface, and GOLD.
