[Moabusers] Reservations scheduled on draining/drained nodes

I suspect that is controlled by Moab's NODEDOWNSTATEDELAYTIME
setting which according to the website defaults to 1 hour.

We had knocked ours up to a few days but I've just noticed
that it says "Specifying "-1" will cause Moab to never
create job reservations on down nodes." so I reckon we'll
go for that.
