[Moabusers] Job reservations changing when Moab restarted ?

OK - I can confirm that this is *not* related to
restarting Moab, we've had this job set back in
the queue when it tried to start but one of the
nodes that was allocated had a problem that meant
it was not able to start the job. :-(

We've marked that (and another) node offline,
I'm not sure that's going to help though.. :-(
