[Moabusers] Job reservations changing when Moab restarted ?

Hi all,

Does anyone know if, when you restart Moab, existing
job reservations get recalculated ?

We've had some complaints about jobs start times
getting pushed back (according to showstart) even
though we have RESERVATIONPOLICY HIGHEST which should
(if my reading of the manual is correct) mean once
they've got a reservation then that's it, it shouldn't
change..

> HIGHEST   all jobs which have ever received a
> priority reservation will maintain that reservation
> until they run even if other jobs later bypass them
> in priority value.

We'd *really* like Moab to keep these reservations in
place to give our users more certainty about when their
jobs are likely to run.
