[Moabusers] qalter not passing new qos to moab

I tried to alter a jobs qos by doing:

qalter -l qos=preempt 791459

I see in qstat -f 791459

Resource_List.qos = preempt

But moab still has the default qos set,
I know i can change this with mjobctl but I would like consistent  
behavior, and bring it to your attention.
