No, it's named "foo"; I'm trying to get the negation of it, and

It looks like this syntax might work instead:
$ mrsvctl -c -n foo-downtime -h ALL -a jattr=foo\! -s starttime
There's an example with this sort of thing in section of 7.1.5.1.2 of
the admin manual[1] that I didn't see earlier.
