No, it's named "foo"; I'm trying to get the negation of it, and
"!foo" isn't accepted.  Recall I'm trying to block jobs that ask for
"foo", while allowing other jobs to run.

It looks like this syntax might work instead:

$ mrsvctl -c -n foo-downtime -h ALL -a jattr=foo\! -s starttime

There's an example with this sort of thing in section of 7.1.5.1.2 of
the admin manual[1] that I didn't see earlier.
