[Moabusers] moab restart left phantom sockets

Hi All,

I just attempted to restart moab using and /etc/init.d/moab restart 
which stopped it ok, but then would not start it.  It look like it 
started.  It showed me the license was read, etc however the daemon was 
not started and the logs showed the sockets were in use according to 
netstat, but lsof and other utilities did not see them.  Is there a way 
to kill those open sockets (for next time) and secondly, why did this 
happen in the first place?

Torque 2.1.8
moab server version 5.1.0p6 (snap NA) (rev. 7678)
