[Moabusers] Missing Environment Variables when using msub

I am running Moab V5.1.0p3 and torque 2.1.8 on a Penguin Computing scyld
(V4.1) cluster.
When I use qsub to submit jobs, I get a list of environment variables
that get passed to the job as described in the qsub documentation
(http://www.clusterresources.com/wiki/doku.php?id=torque:commands:qsub).
When I use msub to submit a job, my environment is missing some of the
variables that I get with qsub, in particular all the variables that get
the PBS_O_ prefix including PBS_O_HOST, PBS_O_QUEUE, and PBS_O_WORKDIR.
This causes all my scripts to crash since the first thing they do is
"cd" to PBS_O_WORKDIR.
Is this normal behavior for msub?
