[Moabusers] stage-out partner to "stagein"?

Perhaps I'm unclear on the concept- but wouldn't you still want a way to
get data back out of a cluster?  I get that Moab doesn't actually move
data about, but if I'm to submit jobs via Moab, I'll need a way to tell
the resource manager to get data out... right?
