[Moabusers] stage-out partner to "stagein"?

Michael,

Currently Moab's data staging functionality only works in a grid environment, where several
different clusters are connected together using Moab's. Data staging within a cluster (to/from the
compute nodes) is still left up to the resource manager at this time.
