[Moabusers] MAXJOB and MAXPROC change ?

Hi Doug,

Hadn't spotted that option before, very enlightening and shows something that 
I've done very wrong!   A very simple typo..

USERCFG[DEFAULT]        MAXJOB=20:25

should have been:

USERCFG[DEFAULT]        MAXJOB=20,25

But nothing picked up the error and diagnose -C told me the line was valid.

The incorrect line appeared in mdiag -u as:

DEFAULT            
0            -            -            -                     -   0.00 
MAXJOB=1225 MAXPROC=90 MAXIJOB=5
