Disclaimer: we do not set JOBNODEMATCHPOLICY EXACTNODE, so this is based upon
others reports and my hazy memory of what it used to be like for us with
Maui.
When "JOBNODEMATCHPOLICY EXACTNODE" is set nodes=n is treated as nodes=n:ppn=1
(see above disclaimer), rather than n CPUs anywhere.
The problem is that if these people then remove "JOBNODEMATCHPOLICY EXACTNODE"
from their scheduler config they can no longer ask for nodes=n:ppn=1 and rely
on getting that (for whatever it is that needs it), they may get n/2 with
ppn=2 instead, or some other combination that fits.
