The issue we have is people bringing job scripts from dual CPU nodes (ppn=2)
to quad CPU nodes and not adjusting the ppn values resulting in a lot of free
nodes and a lot of jobs not running.
Disabling JOBNODEMATCHPOLICY EXACTNODE does that and is exactly what we want,
but some people want to be able to do...

...what you say here but still be able to have nodes=n:ppn=X definitions
honoured (and not converted into "at least X CPUs per node with n*X CPUs in
total") and, to be honest, I don't blame them.
