[Moabusers] RMCFG policy question

We have a single moab installation for two different system and  
wanted to enforce utilization policies on one of them.  Can the  
RESOURCEUTILIZATIONPOLICY and RESOURCEUTILIZATIONACTION polices be  
embedded within the RMCFG tag (or is there another way to do this)?
