[Moabusers] call back function hook for monitoring

hi -

We have the need for a client monitor program that will get notified
whenever a node and job state changes; Environment such as orte (Open RTE)
usually define a callback function for this purpose, much efficient than
polling.

Given moab's front UI will have this need as well, I would guess there is
such or similar API already, but I couldn't find it in the documentation.
Can Moab developer comment on is it possible to do this?
