Each Moab instance only manages one of the clusters, we now need to aggregate 
that usage and calculate fair-share from that, rather than just the one 
cluster.

We've been capturing that into a MySQL database ourselves for quite some time, 
so all we need is to be able to use the ID script to grab that info out of 
MySQL..
