You don't even need FlexLM to reproduce this, the following
two lines create the same effect:

NODECFG[node001] GRES=vpac:1
NODECFG[GLOBAL] GRES=vpac:1

When you submit a job asking for -l software=vpac -l nodes=1 you
will see that Moab allocates you first a random available node
and then the node with the specific GRES, even though that's not
necessary (from what I can tell).
