The QDEF attribute is for QoS not CLASS(queue). I believe the attribute
you want is CDEF, but it can only be specified on a per USER bases and
not per GROUP. 
Furthermore, the CDEF would only work if no default queue is already
specified in the torque server. If it is, then the CDEF parameter in
Moab gets ignored.

You will want to try this GROUPCFG[staff] MAXJOB=50 QDEF=highprio
GROUPCFG[<GROUPID>]

All Users with groupid "staff" will run by default in queue highprio.
