[Moabusers] Problems with Moab getting walltimes wrong

We have pushed out a new ppc libpbs build that can be found here:
http://www.clusterresources.com/downloads/mwm/temp/moab-5.1.0-ppc-libpbs-p6-snap.200708172037.tar.gz
If possible, please try using this version and let us know if you still
experience the same problems.
