[Moabusers] Limit number of jobs of a group over a period of time ?

I had thought about this but the people who are asking about this say 
they want to limit the number of jobs per class per day.

We might be able to persuade them that as their classes have a maximum 
walltime associated with them then a fairshare based upon their 
Njobs*MaxWalltime might be another possible way to go.

But realistically, I'm not convinced that it's going to be able to 
satisfy them as they only want that enforced if there are jobs 
waiting for other "user groups".

NB: We use FS here for our own purposes and it works really well, it's 
just that these people have a different idea about what they want to 
do..
