[Moabusers] Limit number of jobs of a group over a period of time ?

While you can do:

CLASSCFG[<queuename>] MAXJOB[GROUP:<groupname>]=###

Moab does not currently have a way to enforce this on a rotational basis
(for example, every 24 hours).
