[Moabusers] RMCFG policy question

We have fixed the A.3 case study to use RESOURCELIMITPOLICY.  Currently
this parameter is only available system-wide and not on a per RM (or
partition) basis.

We have plans to enable this in Moab 5.3.0 which will be released around
the end of 2007.
