[Moabusers] RMCFG policy question

RESOURCELIMITPOLICY looks like it will do what we want.   Can you  
specify this per RM (using VARIABLE?)?

fwiw, the RESOURCEUTILIZATIONPOLICY/ACTION are documented in the A.3  
Case Study.
