[Moabusers] Regarding FEEDBACKPROGRAM in Moab

Dear Chris,

    Yes i agree, to you that torque provides this option. But what we are 
looking is different.

   We are looking for notification of jobs that gets completed by moab.
That is, if PBS job gets completed it doesn't mean that the moab job
gets completed, as it has to do post job operation such as data-stage-out.
So what we are expecting is, when a moab job gets completed, the user has
to get the mail saying that your job so and so, has completed. The below
mentioned FEEDBACKPROGRAM option is best suited. Let me know how to implement
it. Or if you have any other option apart from it, please let me know.
