[Moabusers] Disabling showq's listing of blocked jobs

OK - attached is a quick first pass of an ugly hack to implement this, 
comments will be most gratefully accepted!

The end of the showq now looks like:

blocked jobs-----------------------
JOBID              USERNAME      STATE  PROC     WCLIMIT            QUEUETIME


241 blocked jobs  (use showq -b for a full list of blocked jobs)

Total jobs:  351

and that message goes away if you do a "showq -b".
