[Moabusers] modifying SR acl lists

Modifying a Standing Reservation is best done by modifying the SRCFG
lines in the moab.cfg file.

You can modify acls using the mrsvctl -m -a user+=josh

However, this code is still beta and is therefore not documented.

If you modify a reservation using mrsvctl it will only affect that
instantiation of the standing reservation, all other instantiations will
remain as configured in the moab.cfg.
