[Moabusers] No effect when changing JOBNODEMATCHPOLICY

Jason,

  EXACTNODE was the correct setting.  Can you confirm that Moab is
properly parsing JOBNODEMATCHPOLICY using 'mschedctl -l | grep
JOBNODEMATCH'.  Also, are you using qsub or msub?  Finally, what version
of Moab are you running?
