[Moabusers] wanting a standing rest to start NOW

We have a standing res declared like so:

SRCFG[bio1]     CLASSLIST=bio1
SRCFG[bio1]     NODEFEATURES=cac
SRCFG[bio1]     RESOURCES=PROCS:2
SRCFG[bio1]     TASKCOUNT=32
SRCFG[bio1]     PERIOD=WEEK
SRCFG[bio1]     DEPTH=4
SRCFG[bio1]     ACCESS=DEDICATED
SRCFG[bio1]     FLAGS=SPACEFLEX,DEDICATEDRESOURCE


Now this res has been around for some time, but for some reason now  
there is no active reservation.  That is another issue though.

There currently is 24 tasks in use that fit the SR's description.   
How can we make it so that even though moab appears to have lost the  
active res over the weekend.  (a new one should have started sunday.)  
That it makes a active on on all nodes it could,  that is the 24  
tasks that are currently covered by bio1 jobs even though it cant get  
all 32.

Does that make sense?  I want a res now, even though it cant be  
totally satisfied.  I have tried restarting moab.  with both:   
mschedctl -R and just restarting it.  With no luck.
