[Moabusers] flushing moab saved config

When parameters are changed via MCM the modified parameters are placed
in the .moab.dat file.
There is no "flush" command, per se, but there is a "reconfigure"
command, mschedctl -R. This command will shutdown moab and restart it,
thus forcing moab to re-read the moab.cfg and .moab.dat.
Before you issue the reconfigure command it is probably a good idea to
look in the .moab.dat file to try and track down why moab is not
honoring the FSWEIGHT parameter.
