[Moabusers] msrvctl

The only reservations we had were SRs;  some of them were created w/  
ACCESS=DEDICATED.   The goal being:
1. A certain sets of defined privately-owned nodes being exclusively  
obtainable by a queue and an SR.
2. Other SRs were allowed to float amongst general pool nodes,  
however they shouldn't be allowed to use anything defined by the  
fixed node SRs (thus the ACCESS=DEDICATED).

Is there a flag to override a dedicated SR (say for a system-wide  
reservation)?  If not, is there a better way to obtain the the fixed  
node/floating node setup described above?
