Sandeep,

  Most likely, the permissions are wrong on your spool directory or your
filesystem is full.  Many of these issues are automatically checked and
reported by 'mdiag -S -v'  Also, your log file will provide a more
detailed report of this same issue including the file that is being
written to and the errno being returned.  (Moab 4.5.2 and higher
includes full details in the output of the checkjob command)
