[Moabusers] Completed job utilised network stats

Currently, this statistic only measures the byte traffic that TORQUE
reports.  Because this is highly inaccurate we haven't included it as an
official job statistic.  Currently it is simply a gage to check to check
which jobs MIGHT be using lots of bandwidth.  To get an accurate
statistic Moab would need to integrate with some sort of network manager
or at least operate in a dedicated node model.
