[Moabusers] QOS to override user limits.

You can specify the following:

CLASSCFG[]	MAXIJOB[USER]=20

or even something more specific such as:

CLASSCFG[]	MAXIJOB[USER:john]=5

When multiple limits are placed on multiple credentials Moab will
enforce the strictest limit.
