[Moabusers] QOS to override user limits.

We have

USERCFG[DEFAULT] MAXPROC=32 MAXIJOB=2 FSTARGET=10.0

We would like to have a QOS would set peruser MAXIJOB=20
we tried:

QOSCFG[bio1]    OMAXPROC=112 OMAXIJOB=20

But this appears to apply per everyone currently using that QOS, (in  
this case a single class)
Is there a way to enforce this per user if they have this QOS?
