[Mauiusers] fairshare not so fair (Maui version 3.2.6p19)

good day all, we seem to be having a non-fair fairshare with 
our fairshare setup. i have this:

my queue looks like this:

now, if i check start on jobs 910 and 912 i get:

which seems incorrect. i would expect fairshare to promote
912 ahead of 910. how have i got this messed up? this is

Maui version 3.2.6p19
