We had the same issues and I tried a lot of stuff, including running nscd, it 
turned out that setting the TIMEOUT parameter helps for us:

RMCFG[servername]           TYPE=PBS TIMEOUT=30

Since setting this we haven't seen any long freezes due to maui/torque 
communication.
