[Mauiusers] qsub - force users to specify resource requirements

Hello everyone,

I was wondering if it was possible to force users to specify a certain set
of resource requirements (processors and memory, specifically). I'd like it
if qsub would be able to throw an error if these resources are not
specified.

It's a relatively simple question, but I'm not sure if Maui/Torque can do
it.
