[Mauiusers] Fairshare policy help

Thanks to all that replied.
My fairshare policy is working now.
New configs
Queuetime 0
FSWEIGHT 1
FSUSERWEIGHT 1
FSGROUPWEIGHT 1
USERCFG[DEFAULT] FSTARGET=5.0 # based on 20 active users.
