I found a workaround to the problem. It turns out that I can use
TASKCOUNT=1 RESOURCES=PROC:3 and the main problem disappears. I think
the documentation is not clear on this point. The docs are plain that a
task may not span multiple nodes, but says that multiple tasks from the
same job can be mapped to the same node... How this is intended to apply
to standing reservations is unclear.
