[Mauiusers] Scheduling priority on used CPUs

Hello Ronny,

thanks for the help.  You suggestion seems like a good idea, but it  
doesn't work quite right for us, somehow it just breaks our fairshare  
system.  I was hoping something like:

USAGEWEIGHT 1
USAGEPERCENTWEIGHT 30

would do the trick.  Maui seems to recognize this option, but it  
doesn't effect the priorities (even if I give it an enormous  
weight).  I test this with `diagnose -p`.  I was hoping this would  
make Maui account for the number of jobs currently running (per user)  
in the priorities.
